La planeación participativa en el estado actual del sistema municipal de planeación de Itagüí : perspectivas de las juntas de acción comunal y el Consejo Territorial de Planeación durante el año 2017

Abstract

RESUMEN: El principal propósito del siguiente informe de práctica, fue elaborar una sistematización de los procesos que se desarrollaron en el Consejo Municipal de Planeación de Itagüí desde sus inicios y momentos coyunturales hasta el año 2017. Destacando la planeación participativa en Colombia, con sus diversos mecanismos que promueven la democracia y la relación entre Estado y Sociedad. Se evidencia también en este informe, el conjunto de normas que dan sentido al Sistema Municipal de Planeación, sus modificaciones y aplicaciones; además de exponer el Plan de Desarrollo aún vigente en el Municipio de Itagüí (2016-2019) y el ejercicio de monitoreo como instrumento que utiliza el CMP para demostrar el cumplimiento de lo estipulado en el plan, entre esos los indicadores de cada sector que representan los Consejeros del CMP. La metodología cualitativa aplicada en este informe, consideró las entrevistas, el análisis de datos y registros bibliográficos, artículos y demás informes de práctica como herramientas fundamentales en la elaboración de esta investigación. Para concluir, todos los datos obtenidos fueron gracias a la permanencia en campo como Secretaria técnica del CMP. La información contenida en actas, documentos producidos en el CMP reflejando su plan de trabajo, actividades y finalmente relaciones entre sus integrantes. Gracias a estos registros fue posible la elaboración de hallazgos y particularidades del estado actual del Consejo Municipal de Planeación de Itagüí.

ABSTRACT: The main purpose of the following practice report was to elaborate a systematization of the processes that developed in the Municipal Planning Council of Itagüí from its beginnings and conjunctural moments up to the year 2017. Highlighting the participatory planning in Colombia, with its diverse mechanisms that promote democracy and the relationship between State and Society. It is also evident in this report, the set of rules that give meaning to the Municipal Planning System, its modifications and applications; besides exposing the Development Plan still in force in the Municipality of Itagüí (2016-2019) and the monitoring exercise as an instrument used by the CMP to demonstrate compliance with the provisions of the plan, including the indicators of each sector that represent the Directors of the CMP. The qualitative methodology applied in this report, considered the interviews, the analysis of data and bibliographic records, articles and other practice reports as fundamental tools in the preparation of this research. To conclude, all the data obtained were thanks to the permanence in the field as Technical Secretary of the CMP. The information contained in minutes, documents produced in the CMP reflecting its work plan, activities and finally relations among its members. Thanks to these registers, the elaboration of findings and particularities of the current state of the Municipal Planning Council of Itagui was possible.
