Análisis y recomendaciones sobre la implementación del Sistema de Afiliación Transaccional en una EPS del régimen subsidiado

Abstract

RESUMEN: El presente proyecto tiene como objetivo general realizar un diagnóstico y generar recomendaciones sobre la implementación del Sistema de Afiliación Transaccional en una EPS del régimen subsidiado. Este sistema, impartido a través de la normatividad expedida por el Ministerio de Salud y Protección social, tenía como meta de implementación el año 2020 y tomando como base los avances de la EPS sobre este tema, se evidenció que no se encontraba ejecutado en su totalidad. Con base en esta información se realizó este trabajo investigativo buscando fortalecer el avance en su implementación. Se realizó inicialmente una referenciación sobre la normatividad vigente que aplica a la EPS para la implementación del decreto inicial, luego se profundizó en un análisis sobre los problemas y/o novedades presentadas durante la implementación del Sistema de Afiliación Transaccional con un grupo de expertos de forma colaborativa, se consolidaron los hallazgos y se generaron propuestas para su fortalecimiento. Con base en los resultados obtenidos se puede concluir que el desconocimiento y falta de capacitación de la plataforma diseñada por el Ministerio de Salud y Protección Social y el acceso a internet por parte de los afiliados son las principales dificultades para la realización de los trámites por el SAT. Dentro de las recomendaciones dadas para la EPS, se encuentran la de fortalecer la capacitación sobre el SAT y generar estrategias para apoyar a sus afiliados para que realicen los trámites correspondientes. Para el Ministerio, se encuentran la importancia de definir un plan de comunicaciones y capacitación a los ciudadanos para garantizar el conocimiento y buen uso de la herramienta, facilitar el acceso a internet para su uso, al igual que la estabilización y e integración de la misma con los diferentes sistemas y generar espacios de integración y trabajo conjunto entre los diferentes actores del Sistema buscando alcanzar con éxito la implementación del SAT y poder garantizar el goce efectivo del derecho fundamental de la Salud. Finalmente, se concluye por que el SAT no se ha implementado de manera integral en una EPS del Régimen Subsidiado.

ABSTRACT: The general objective of this project is to make a diagnosis and develop recommendations on the implementation of the Transactional Affiliation System in an EPS of the subsidized regime. This system, imparted through the regulations issued by the Ministry of Health and Social Protection, had as its implementation goal the year 2020 and based on the advances of the EPS on this subject, it was evident that it was not fully executed. Based on this information, this investigative work was carried out seeking to strengthen progress in its implementation. Initially, a reference was made on the current regulations that apply to the EPS for the implementation of the initial decree, then an analysis of the problems and/or novelties presented during the implementation of the Transactional Affiliation System was deepened with a group of experts in a formal way. collaboratively, the findings were consolidated and proposals were generated for their strengthening. Based on the results, it can be concluded that the lack of knowledge, the lack of platform training (designed by the Ministry of Health and Social Protection) and the poor access to the internet by affiliates are the main difficulties for carrying out the procedures by the SAT. Among the recommendations given to the EPS, are to strengthen training on the SAT and generate strategies to support its members so that they can carry out the corresponding procedures. For the Ministry, the importance of defining a communication and training plan for citizens to guarantee knowledge, the good use of the tool, facilitate access to the Internet for its use, as well as its stabilization and integration with the different systems in order to generate spaces for integration and joint work between the different actors of the System seeking to successfully achieve the implementation of the SAT guaranteeing the effective enjoyment of the fundamental right to Health. Finally, it is concluded that the SAT has not been fully implemented in an EPS of the Subsidized Regime.
