El clientelismo político como mecanismo de intermediación entre el legislativo y ejecutivo. Estudio de caso : Ernesto Samper, Proceso 8000

Abstract

RESUMEN: Las ciencias sociales han producido trabajos que han permitido comprender, a partir de distintas miradas, el fenómeno del clientelismo como mecanismo de intermediación política. Este artículo se enfoca en el clientelismo político desde una mirada neoinstitucional, centrándose en mostrar, a través de un estudio de caso y la revisión documental, los mecanismos utilizados por las relaciones clientelares entre el Ejecutivo y Legislativo al interior de la Comisión de Investigación y Acusaciones de la Cámara de Representantes, para incidir en la absolución del juicio político del presidente Ernesto Samper, más conocido en Colombia como “Proceso 8000”3 . En este escrito se analizan las manifestaciones del clientelismo político a partir de la descripción del estudio de caso, la identificación y explicación del funcionamiento de las relaciones clientelares al interior de la Comisión y, por último se evidencia el clientelismo político que se presentó entre el ejecutivo y legislativo a partir de la transferencia de los fondos de cofinanciación hacia las regiones de algunos congresistas de la Comisión de Acusaciones, como el bien o servicio de intercambio para obtener votos a favor de la absolución del presidente Samper en el proceso 8000.

ABSTRACT: The social sciences have produced works that have made it possible to understand, from different perspectives, the phenomenon of clientelism as a mechanism of political mediation. This article focuses on political clientelism from a Neo-institutional point of view focusing on showing, through a case of study and the documentary review, the mechanisms used by client relations between the Executive and Legislative within the “Comisión de Investigación y Acusaciones” of the “Cámara de Representantes”, to influence the acquittal of the impeachment President Ernesto Samper, it is known in Colombia as “Proceso 8000” In this paper, the manifestations of political clientelism are analyzed from the description of the case study, the identification and explanation of the operation of clientelism relationships in the “Comisión de Investigación y Acusaciones” and finally, the political clientelism that arose between the executive and legislative from the transfer of co-financing funds to the regions of some congressman of the “Comisión de Acusaciones”, such as the good or service exchanged to obtain votes in favor of the acquittal of president Samper in the “Proceso 8000”.
