La representación política en instancias de participación ciudadana, estudio de caso CTP Itagüí.

Abstract

RESUMEN: El presente informe es producto de la práctica académica realizada en el Consejo Territorial de Planeación [CTP] el Municipio de Itagüí durante el año 2022, a partir de la cual realicé diversas observaciones que llevaron a preguntarme por la representación política de los consejeros y consejeras en esta instancia de participación ciudadana, su efectividad, carencias y posibilidades reales de incidencia. Esta situación teniendo en cuenta que, según la Ley 152 de 1994, es el alcalde municipal el que tiene la potestad de elegir el representante de cada sector, según una terna que se le presenta al momento de realizar la convocatoria para la renovación del CTP. Con base en mi experiencia durante la práctica y después de realizar una serie de entrevistas a actores clave, encuentro una representación política con carencias, por dos razones estructurales (no siendo las únicas), la primera corresponde a la forma como se eligen a los integrantes del CTP y la segunda a las falencias que posee la participación ciudadana en el Municipio de Itagüí.

ABSTRACT: This report is a product of the academic practice carried out in the Territorial Planning Council - CTP of the Municipality of Itagüí during the year 2022, from which I made several observations that led me to wonder about the political representation of the councilors in this instance of citizen participation, its effectiveness, shortcomings and real possibilities of incidence taking into account that, according to Law 152 of 1994, it is the municipal mayor who has the power to choose the representative of each sector, according to a list of three candidates presented to him/her at the time of the call for the renewal of the CTP. Based on my experience during the practice and after conducting a series of interviews with key players, I find a political representation with shortcomings and low effectiveness, for two structural reasons (not being the only ones), the first one corresponds to the way in which the members of the CTP are elected and the second one to the shortcomings of citizen participation in the Municipality of Itagüí.
