Estado y política: elementos para pensar su descentramiento y su vigencia

Abstract

RESUMEN: Este articulo propone algunas reflexiones que tienen como hilo conductor el problema del descentramiento del Estado y la política, y las potencialidades que, pese a ello, siguen ofreciendo uno y otra en el ordenamiento de la sociedad. En la primera parte, se alude a lo que Marcelo Cavarozzi llama “matriz estadocéntrica” y al agotamiento en América Latina de ésta, del Estado como centro de las interrelaciones en la sociedad. El segundo momento del texto se refiere a la pérdida de centralidad de la política misma. Sentimos que la política ya no es lo que fue. Y la parte tercera y final del texto intenta mostrar las alternativas que se han contemplado en las últimas décadas frente a los fenómenos señalados, propuestas que van desde el establecimiento de matrices mercadocéntricas o sociocéntricas, hasta el reconocimiento de la necesidad de instaurar procesos demográficos en todos los niveles.

ABSTRACT: This article proposes some reflections that deal with the issue of decentralizing the State and politics and the potentiality both continue the offer in the ordinance of society. In its first part, the article refers to what Marcelo Cavarozzi denominates as the “state-centered matrix”; and to the exhaustion, in Latin America, of the latter and of the State as an axis to all interrelations in society. The second part of the text refers to the loss of centrality in politics itself. We are now sensing that politics are not what they used to be. And the third and the final part aims at showing the alternatives that have been contemplated for the aforementioned phenomena throughout the last decades: the proposals that range from the stablishing of market-centered or society- centered matrixes to the acknowledgement or the urges to implement democratic processes on all levels.
