Incidencia del PBOT de El Carmen de Viboral sobre la oferta, demanda hídrica y prestación de servicios del acueducto rural en la vereda La Sonadora entre los años 2017– 2023

Abstract

RESUMEN : Este trabajo de investigación tiene por objetivo el estudio de la incidencia del Plan Básico de Ordenamiento Territorial (PBOT) durante los años 2017-2023, sobre la oferta, demanda hídrica y prestación de servicios del acueducto rural en la vereda La Sonadora. Para ello se recolectó información cuantitativa y cualitativa que dio cuenta de los fenómenos principales asociados al agua con relación a los cambios en el uso del suelo y cómo influyen directamente sobre esta, dando cuenta de las transformaciones territoriales que han pasado en la vereda, así como la determinación e identificación de la oferta y demanda del recurso hídrico del acueducto rural, así como las dificultades, oportunidades, fortalezas y amenazas que tiene la Asociación de Socios del Acueducto y Alcantarillado Sonadora Garzonas del Municipio de El Carmen de Viboral para responder a la demanda de agua. Por último, a través de un análisis de esta relación entre las variables de PBOT, oferta, demanda y prestación de recurso hídrico fue posible identificar la crisis que genera un ordenamiento del territorio que solo responde a las demandas del mercado inmobiliario, así mismo como los desafíos que tiene las asociaciones rurales para garantizar cobertura, calidad, continuidad y el aseguramiento de agua potable a toda la comunidad ante contextos de abruptos cambios territoriales.

ABSTRACT : This research work aims to study the impact of the Basic Territorial Planning Plan (PBOT) during the years 2017-2023, on the water supply, demand and provision of services of the rural aqueduct in the La Sonadora village. To this end, quantitative and qualitative information was collected that accounted for the main phenomena associated with water in relation to changes in land use and how they directly influence it, accounting for the territorial transformations that have occurred in the area, as well as the determination and identification of the supply and demand of the water resource of the rural aqueduct, as well as the difficulties, opportunities, strengths and threats that the Association of Partners of the Sonadora Garzonas Aqueduct and Sewer of the Municipality of El Carmen de Viboral has to respond to the demand of water. Finally, through an analysis of this relationship between the variables of PBOT, supply, demand and provision of water resources, it was possible to identify the crisis generated by a territorial planning that only responds to the demands of the real estate market, as well as the challenges that rural associations have to guarantee coverage, quality, continuity and the assurance of drinking water to the entire community in contexts of abrupt territorial changes.
