Resumen : The way 2 of the cities of Antioquia manage water was the main purpose of these research. That is why, the practices, customs, cultural constructions, their relation with water and the ecosystem around were described comparatively. At first, derived conceptualizations from political ecology, critical approaches and the ones based on rights, aside from institutional commandments were the basis. To auscultate the phenomenon a qualitative method was used, combining and analyzing documentary information, the perceptions and assessments derived from the semi-structured interviews and the participants' observation. The inquiry shows a water community managing model, which enables the self-guarantee of the human right to the access and supply of the liquid from the collective action: The recognitions, resistances, and alternatives developed by communities in articulation with an agents' network throughout the country who, through self and joint managing practices, sign up for environmental rationality which enables new rights construction or survival which do not align with those recognized by institutionality. The contradictions and negative impact of the institutional normative system in cultural and social constructions of water community managing organizations and the lack of a viewpoint human rights-focus in public politics which seeks to warrant the human right to water nationwide.
