Consultoría e Interventoría en Ingeniería Civil para proyectos del Sistema General de Regalías (SGR)

Abstract

RESUMEN : El estudio de prefactibilidad: Consultoría e Interventoría en ingeniera civil para proyectos del Sistema General de Regalías, contiene un análisis: sectorial, del mercado, técnico, legal, financiero y de riesgos, desarrollado con la asesoría de especialistas en distintas áreas y apoyada en fuentes bibliográficas de alto reconocimiento. Para lograr la identificación del mercado objetivo, se evaluaron en forma cualitativa una serie de características como: oportunidad y competencia, disponibilidad de saldos indicativos, situación de orden público entre otros. Además, se realizó encuesta a entidades territoriales, se tomó información primaria de las distintas secretarias del departamento de Antioquia, e información secundaria de la plataforma SICODIS; posterior a esto, se realizó una ponderación de puntaje y un mapeo de los municipios considerados como atractivos para ofertar nuestro servicio. Cabe resaltar que, la encuesta fue dirigida a los diferentes alcaldes municipales, secretarios de planeación, secretarios de infraestructura y/o profesionales de los respectivos bancos de proyectos, obteniendo un retorno del 52%; la información consolidada de esta encuesta nos permitió realizar proyecciones de oferta, demanda, mercado objetivo y tamaño del proyecto, y nos facilitó realizar comparaciones sobre el precio y el nivel de competitividad que tendríamos en el sector. Por otro lado, los estudios técnicos y legales nos permitieron consolidar especificaciones sobre la localización de la empresa, uso de tecnología y definición de los principales aspectos legales del proyecto; lo anterior fue la base para estimar costos y gastos administrativos necesarios en el estudio y análisis financiero. Los estudios realizados en esta monografía arrojan un listado de conclusiones y recomendaciones, donde resaltan la viabilidad técnica y financiera para el nivel de prefactibilidad.

ABSTRACT : The prefeasibility study: Consulting and Audit in civil engineering for projects of the General System of Royalties, contains an analysis: sector, market, technical, legal, financial and risk, developed with the advice of specialists in different areas and supported by sources Highly recognized bibliographical. To achieve the identification of the target market, a series of characteristics were evaluated qualitatively, such as: opportunity and competition, availability of indicative balances, public order situation among others. In addition, a survey of territorial entities was carried out, primary information was taken from the different secretaries of the department of Antioquia, and secondary information from the SICODIS platform; After this, a weighting of scores and mapping of the municipalities considered as attractive to offer our service was carried out. It should be noted that the survey was directed to the different municipal mayors, planning secretaries, infrastructure secretaries and / or professionals of the respective project banks, obtaining a return of 52%; The consolidated information of this survey allowed us to make projections of supply, demand, target market and project size, and facilitated us to make comparisons on the price and the level of competitiveness that we would have in the sector. On the other hand, the technical and legal studies allowed us to consolidate technical specifications on the location of the company, use of technology and definition of the main legal aspects of the project; This was the basis for estimating administrative costs and expenses necessary in the study and financial analysis. The studies carried out in this monograph show a list of conclusions and recommendations, which highlight the technical and financial feasibility.
