Necesidad de un sistema curatorial en el territorio en proceso de desarrollo : el caso de Yarumal

Abstract

RESUMEN: El presente artículo busca generar una reflexión socio jurídica sobre la necesidad de ejercer un control de expansión territorial en los municipios en vía de desarrollo debido a la alta complejidad que representa la explosión constructiva de los últimos años, sin el debido control desde las entidades encargadas. Analizaremos dicha necesidad, en el contexto del municipio de Yarumal; recurriendo a un paralelo entre las funciones curatoriales y las funciones de la Secretaría de Planeación Municipal cuyo sustento es la vigilancia y aportes al Plan de ordenamiento territorial.

ABSTRACT: This article seeks to generate a socio-critical reflection on the need to exercise territorial expansion control in developing municipalities due to the high complexity represented by the constructive explosion of recent years, without due control from the responsible entities . We will analyze this need, in the context of the municipality of Yarumal; resorting to a parallel between the curatorial functions and the functions of the Secretariat of Municipal Planning whose sustenance is the vigilance and contributions to the Plan of territorial planning.
