Gobernanza de la verificación de la implementación del acuerdo final entre el gobierno colombiano y las FARC-EP.

Abstract

RESUMEN: La firma del Acuerdo Final para la terminación del conflicto y la construcción de una paz estable y duradera entre el Gobierno Nacional y las Fuerzas Armadas Revolucionarias de Colombia–Ejército del Pueblo –FARC–EP– el 24 de noviembre de 2016, representó el fin de conflicto con esta organización subversiva y el inicio de la construcción de paz, Este tratado establece las diferentes tareas y disposiciones a realizar para alcanzar la paz, así como las organizaciones que deben encargarse de cada uno de los aspectos, entre ellos la importante tarea de verificación de lo acordado. El Punto 6 del Acuerdo Final establece responsables directos de la verificación de la implementación de lo pactado entre las FARC-EP y el Estado colombiano. La construcción de una paz estable y duradera en el territorio colombiano está cruzada necesariamente por una implementación efectiva de lo pactado en el Acuerdo Final. De allí que sea relevante hacer un seguimiento y evaluación constante a su implementación, siendo imperante que esto se haga no solo desde los organismos estatales encargadas, sino también, que se pueda analizar desde lo teórico profundizando en las formas y metodologías con las que se está realizando evaluación a lo implementado El presente informe investigativo surge como parte de la pasantía realizada por la estudiante del pregrado en Ciencia Política en el proyecto de investigación: Estructuras de gobernanza para el posacuerdo con las FARC-EP en Colombia (2016-2020), del Instituto de Estudios Políticos (IEP) de la Universidad de Antioquia.

ABSTRACT: The signing of the Final Agreement for the termination of the conflict and the construction of a stable and lasting peace between the National Government and -FARC-EP- on November 24, 2016, represented the end of the conflict with this subversive organization and the beginning of peace building, This treaty establishes the different tasks and provisions to be carried out to achieve peace, as well as the organizations that should be in charge of each of the aspects, among them the important task of verification of what has been agreed. Accord 6 of the Final Agreement establishes direct responsibility for the verification of the implementation of the agreement between the FARC-EP and the Colombian State. The construction of a stable and lasting peace in the Colombian territory is necessarily crossed by an effective implementation of what was agreed in the Final Agreement. Hence, it is relevant to constantly monitor and evaluate its implementation, and it is imperative that this is done not only by the State agencies in charge, but also that it can be analyzed from a theoretical point of view, delving into the forms and methodologies used to evaluate the implementation of the agreement. This inform is the result of a internship developed by the student in the research project: Governance structures for the post-agreement with the FARC-EP in Colombia (2016-2020) of Instituto de Estudios Politicos (IEP) of Universidad de Antioquia.
