Soluciones basadas en la naturaleza: un análisis de su integración en las políticas de Medellín, Antioquia

Abstract

RESUMEN : Las Soluciones basadas en la Naturaleza (SbN), surgen como herramienta en la planificación territorial, que tienen como objetivo: proteger, conservar y gestionar de manera sostenible los ecosistemas y sus servicios buscando solventar problemas ambientales basándose en los procesos naturales, incorporando las dimensiones social y económica. El presente trabajo tiene como objetivo identificar las acciones que han tenido los diferentes actores gubernamentales involucrados en Medellín, frente a las problemáticas ambientales por medio de SbN y discutir sobre la implementación y articulación de los actores públicos y privados en la planificación del territorio y la inclusión de estas como una estrategia para ayudar a Medellín a abordar los desafíos ambientales, sociales y económicos de una manera sostenible. Mediante un análisis cualitativo de los diferentes instrumentos de planificación y gestión ambiental que tienen ingerencia en el municipio. Se realizó el análisis de diez (10) instrumentos tanto a nivel nacional, como regional y municipal, evidenciando que si bien no todos los instrumentos incluyen las SbN como herramientas de planeación, estas sí tienen cabida dentro de estos, sin embargo, se identifica una baja articulación entre la mayoría de instrumentos, por lo que es necesario incluirlas directamente y contar con un presupuesto específico para ellas.

ABSTRACT : Nature based Solutions (NbS), emerged as a tool in territorial planning, whose objective is to protect, conserve and manage ecosystems and their services in a sustainable way, seeking to solve environmental problems based on natural processes, incorporating the social and economic dimensions. This paper aims to identify the actions that different governmental actors involved in Medellín have taken to confront environmental issues through NbS and to discuss the implementation and articulation of public and private actors in the territorial planning and the inclusion of these as a strategy to help the city addressing environmental, social and economic challenges in a sustainable manner. This review was done through a qualitative analysis of the different planning and environmental management instruments that have an impact on the municipality. An analysis of ten (10) national, regional and municipal instruments was carried out, showing that although not all instruments include the NbS as planning tools, they do have a place within the actions, however, a low articulation between most of the instruments was identified, so it is necessary to include them directly and give a specific budget for them.
