Abstract

RESUMEN: El territorio en como escenario de interacción social, cultural y ambiental, representa aquel lugar sobre el cual se establecen todas las relaciones económicas y políticas, y por tanto es donde tienen origen tanto los hechos físicos como simbólicos del espacio. En el actual contexto mundial, uno de los objetivos en común de distintas instituciones tanto públicas como privadas, es acceder al conocimiento y a la propiedad sobre los territorios, para poder, intervenirlos y transformarlos con el propósito de responder al modelo de desarrollo global y a la idea de una sociedad más Moderna y Desarrollada. El objetivo de la presente investigación es analizar los parámetros de Ordenamiento y Planeación, que mediante los instrumentos de gestión y política pública, se han convertido en los principales motores de transformación de los espacios y de las sociedades que los habitan. Por medio de una lectura de las relaciones entre Estado, Sociedad y Medio Ambiente, y de los modelos de desarrollo generados a razón de este vínculo, se pretenderá entender el contexto Histórico de la idea de organizar y planificar el territorio, de indagar en las estructuras jurídicas y normativas que se establecieron para definirla y sustentarla, y finalmente en comprender la forma como concebimos y configuramos el espacio físico y simbólico. Todo esto con el fin de brindar una perspectiva reflexiva sobre la comprensión del territorio como un conjunto de diversidades que forman un equilibrio y que también pueden permitir un desarrollo para las comunidades y para el territorio Nacional, mediante una planificación razonable que se comprometa tanto con los ecosistemas naturales y los grupos culturales, como hasta ahora se ha comprometido con la Economía.

ABSTRACT: The territory as a setting for social, cultural and environmental interaction, represents the place on which all economic and political relations are established, and therefore where originate both physical facts and symbolic space. In the current global context, one of the common goals of different public and private institutions, is access to knowledge and ownership of the territories, to, intervene them and transform them for the purpose of responding to global development model and the idea a more modern and developed society. The aim of this research is to analyze the parameters of Planning and Planning, which through the instruments of management and public policy, have become the main drivers of transformation of spaces and societies that inhabit them. Through a reading of the relations between State, Society and Environment, and development models generated reason for this link, it will seek to understand the historical context of the idea of organizing and planning the territory, to investigate the structures legal and regulations were established to define and sustain it, and finally understand how we conceive and configure the physical and symbolic space. All this in order to provide a reflective perspective on understanding the territory as a set of diversities that form a balance and can also allow development for communities and for the country, through reasonable planning to commit both the natural ecosystems and cultural groups, as has so far been committed to the Economy.
