Escalera al cielo : procesos de inserción de la Comuna 13, sector Independencias, a las dinámicas de turismo global a partir de las políticas urbanas de la ciudad de Medellín

Abstract

RESUMEN: el actual ejercicio investigativo pretende bajo un análisis crítico abordar la gestión turística de la ciudad, que ha llevado a acondicionar sectores anteriormente estigmatizados a convertirse en un boom global de visitas, caso Escaleras Eléctricas, en las Independencias de la Comuna 13. Esto, si bien suele atribuírsele a un carácter de origen fortuito, gracias a fuerzas sociales y culturales, como las de los colectivos sociales-artísticos del sector; a su vez está el rol de las políticas urbanas de la ciudad de Medellín atravesadas por la matriz <<urbanismo social>> que discursivamente se desprende de centrar su atención en el turismo y por el contrario delega este a los buenos resultados de su objeto urbano. Pero, por otra parte, termina estando vinculado a las lógicas de gobernanza de las ciudades-empresa hijas del modelo neoliberal, donde el Telos apunta hacia la internacionalización, basadas en el iconismo de sus obras, todas ellas mercadeables.

Abstract: The current research exercise aims under a critical analysis to address the tourism management of the city that has led to conditions previously stigmatized sectors to become a global boom of visits, case Electric Stairs in the Independencias, of the Comuna 13. This, while often attributed to a character of fortuitous origin, thanks to social and cultural forces, such as those of social-artistic groups in the sector; in turn is the role of the urban policies of the city of Medellin crossed by the matrix <<social urbanism>> that is often apparent from focusing its attention on tourism and on the contrary delegates this to the good results of its urban object. But on the other hand, it ends up being linked to the governance logics of the city-company daughters of the neoliberal model, where the Telos points towards internationalization, based on the iconism of his works, all of them marketable.
