El distrito agrario, una figura ausente. Estudio de caso, La Unión, Antioquia , años 2004-2020

Abstract

RESUMEN: El artículo presenta una investigación sobre los Distritos Agrarios -DA-, y específicamente sobre su implementación en La Unión, Antioquia en 2004, año en el cual el Concejo Municipal aprobó la figura mediante acuerdo municipal. Los DA son una figura de ordenamiento territorial creada en 1998 en Marinilla, Antioquia, como respuesta a las necesidades de los campesinos productores del altiplano de San Nicolás en la Región del Oriente Antioqueño. A través de un ejercicio de revisión documental, entrevistas y base cartográfica, se analizaron los hallazgos donde se reconocen unas dinámicas agrícolas y pecuarias afectadas por la presión urbanística ejercida sobre las áreas de influencia del Distrito. Allí, se demuestra la ausencia de la implementación efectiva de los objetivos de su creación, así como las figuras jurídicas que respaldan esta delimitación de ordenamiento territorial.

ABSTRACT: This article is the result of an investigation on the Agrarian Districts -AD-, and specifically on its implementation in La Unión, Antioquia in 2004, year in which the Municipal Council approved the figure by municipal agreement. The AD are a territorial organization figure created in 1998 in Marinilla, Antioquia, as a response to the needs of the peasant producers of the San Nicolás plateau in the Eastern Antioquia Region. Through an exercise of documentary review, interviews and a cartographic base, the findings were analyzed where agricultural and livestock dynamics are recognized affected by the urban pressure exerted on the areas of influence of the District. There, the absence of the effective implementation of the objectives of its creation is demonstrated, as well as the legal figures that support this delimitation of territorial planning.
