La planeación para el desarrollo integral del territorio: perspectiva conceptual contemporánea

Abstract

ABSTRACT: In order to give account of the contemporary conceptual perspective of the planning for the integral development ofthe territory, a ro u te thematic in that draws up relevan ce dynamics originating ofthe context the global-local, which they are manifested in the scopes socio-cultural, political, economic, environmental, technological and space; transforming- well beca use they tensity and/or because they make possible other opportunities, the exercise of the planning and the attainment of better levels of development. The complexity derived from the confluence of the new con textual conditions, makes important the constitution of structuring elements that support a contemporary vision; that is to say, renewed and integral of the planning, the development and its necessary interdependence: the planning for the integral development of the territory. It is as well as it emerges the planning like real and effective in as much it is understood like socio-political, strategic process, with rules, delimited temporary and space, able to imagine, to léad,. to con tribute, to control and to evaluate the progressive evolution towards better stages of developruent Also, the integral development is conceiving, within the framework of the main rules derived frorÚ. the theoretical approaches conventional, human, sustainable, and the local one; which, reunited, contribute structuring elements of the development under the denomination of process, social, political, esthetical, ethical, human, environment, creative, endogenous, territorial and territorializable.

RESUMEN: Para dar cuenta de la perspectiva conceptual contemporánea de la planeación para el desarrollo integral del territorio, se traza una ruta temática en la que cobran relevancia dinámicas provenientes del contexto global-local manifiestas en los ámbitos socio-cultural, político, económico, ambiental, tecnológico y espacial; transformando -bien porque tensionan y/o porque posibilitan otras oportunidades-, el ejer¡;:icio de la planeación y el logro de mejores niveles de desarrollo. La complejidad derivada de la confluencia de los nuevos condicionamientos contextuales, hace perentoria la constitución de elementos estructurantes que soporten una visión contemporánea; es decir, renovada e integral de la planeación, del desarrollo y de su necesaria interdependencia: la planeación para el desarrollo integral del territorio. Es así como emerge la planeación como práctica real y efectiva en tanto se comprende como proceso socio-político, estratégico, normatizado, delimitado temporal y espacialmente, capaz de imaginar, conducir, contribuir, controlar y evaluar la evolución progresiva hacia mejores estadías de desarrollo. Así mismo, se concibe el desarrollo integral en el marco de los principales preceptos derivados de los enfoques teóricos convencional, humano, sostenible y local; los cuales, reunidos, aportan elementos estructuran tes del desarrollo bajo la denominación de proceso, humano, social, político, estético, ético, auto-sustentable, recreador, endógeno, territorial y territorializable.
