Resumen : RESUMEN: El texto sustenta la afirmación de que los Planes de Ordenamiento Social de la Propiedad Rural (POSPR) son el mecanismo articulador de la Reforma Rural Integral a partir de la construcción del Marco de Análisis y Desarrollo Institucional (ADI), de la fase de formulación e implementación, del Plan del municipio de Ovejas-Sucre, durante el periodo 2017-2020. El Marco se desarrolla con base en lo propuesto por Elinor Ostrom y analiza el municipio de Ovejas, Sucre por ser el primer lugar del país en donde se realizó un ejercicio de catastro multipropósito junto con el Ordenamiento Social de la Propiedad Rural. Lo anterior, se logró utilizando la metodología de investigación mixta con un Diseño de Triangulación Concurrente (DITRIAC) en donde se contó con el análisis de fuentes secundarias y con entrevistas a los principales actores involucrados en la formulación e implementación del Plan. En conclusión, los planes pueden considerarse el mecanismo articulador de la Reforma Rural Integral porque su suspensión afecta directamente la implementación general del punto uno del Acuerdo final para la terminación del conflicto y la construcción de una paz estable y duradera (2016). Por lo tanto, es imposible pensar que se avanza en la puesta en marcha de la Reforma cuando no se están llevando a cabo los POSPR, en los municipios priorizados.
ABSTRACT: The text supports the statement that the Social Management Plans for Rural Property (POSPR) are the articulating mechanism of the Integral Rural Reform based on the construction of the Institutional Analysis and Development Framework (ADI) of the formulation and implementation phase of the Sheep-Sucre Municipality Plan for the period 2017-2020. The Framework is based on what Elinor Ostrom proposed and analyzes the municipality of Ovejas, Sucre as the first place in the country where a multipurpose cadastre exercise was carried out along with the social ordering of rural property. This was achieved using the methodology of mixed research with a Concurrent Triangulation Design (DITRIAC), which included the analysis of secondary sources and interviews with the main actors involved in the formulation and implementation of the Plan. In conclusion, the plans can be considered the articulating mechanism of the Integral Rural Reform because their suspension directly affects the overall implementation of point one of the Final Agreement for the termination of the conflict and the construction of a stable and lasting peace (2016). Therefore, it is impossible to think that progress is made in the implementation of the Reform when the POSPR are not being carried out, in the prioritized municipalities
